Q: How does one delete application data for a certain app in IOS? How does one free up space on IOS for installing new apps or reinstalling existing applications?
A: As shown in the video....

Note: If one deletes applications, he/she will delete data for that app as well. Should one offload apps, data will be saved! However, should one have a need to delete data as well, one may delete data from I cloud storage!
